Black-Owned LEGACY Savannah Development Led by Robert Gould Aims to Transform City’s Housing and Workforce Landscape.

In Savannah, Georgia, where the city faces a 10,000-unit housing shortage and limited access to workforce development for underserved communities, a new public-private model is emerging through the $300 million LEGACY Savannah development.

Robert Gould, a Black entrepreneur and founder of The Creative Exchange Network, is the youngest CEO and developer to lead a city-backed initiative of this scale. Through his company P3 JVG, Gould is overseeing the mixed-use project, which spans over 67 acres and addresses economic development, affordable housing, tech-driven workforce training, and education access.

LEGACY Savannah will include 400 affordable housing units, green spaces, retail areas, and workforce industry zones. Initial phases include 30 single-family homes and 20 townhomes, with long-term plans for a Creative Career Campus, Youth Sports Facilities, Film Studios, and Senior Living supported by a $2.5 million grant and low-income housing tax credits.

The initiative builds on Gould’s track record of equipping over 7,000 youth from rural areas with skills in tech, media, arts, and science through his nonprofit. His BIG TIDE summit uses STEAM-based programming and real-time employment experiences to prepare young people for careers in growing industries.

“As a Black-owned enterprise, LEGACY Savannah is where tech, quality housing, reimagined recreation, and workforce development collide,” said Gould. “We are building more than infrastructure,  we are building the future.”

The project is expected to create job opportunities across multiple demographics, including youth, creatives, veterans, and seniors. It invites collaboration across media, health, tech, and entrepreneurship sectors.
