One of the biggest shifts is pricing—CDs, cassettes, and digital albums must cost at least $7.99, while vinyl must be $15.99 to count toward sales. This move prevents artists from gaming the system with discounted albums, a tactic previously used by Kanye West and others to boost first-week numbers. Billboard is also capping album variants at four, directly impacting artists like Taylor Swift, who frequently release multiple editions to drive sales.

Another major change targets VPN purchases, preventing international fans from artificially inflating numbers. Additionally, artists can no longer run last-minute first-week discounts to manipulate chart positions, a strategy Billboard believes has distorted the industry. The panel pointed out that this will likely impact “deluxe” album strategies, as many artists repackage albums with additional songs to extend streaming dominance.

The group agreed that these adjustments could push the industry back toward quality over gimmicks, ending the era of bloated 30-song albums designed to rack up streams. They also speculated on the impact this might have on platforms like Spotify and Apple Music, especially considering potential bot activity and streaming manipulation. While acknowledging the shake-up, they questioned why no alternative to Billboard exists, arguing that a competitor could redefine industry standards.
